In "Situation Room" Monterey County Probation Department in the county, local law enforcement and senior officers of Public Health - Sheriff Scott Miller, Chief Probation Officer Manuel Real, District Attorney Dean Flippo, Judge Chief Timothy Roberts and more than half a dozen others - sit around a conference table. Massive binders weighed before them. Their faces show intense concentration.

The task: to determine how to deal with hundreds of former state prisoners to be moved by order of the United StatesSupreme Court - and California law - to local control when the county jail is already overcrowded, the probation department short of personnel and social service organizations are strapped for cash.

These inmates are responsible for this cowardly call the "triple-ANC" - non-violent non-sexual criminals and non-serious.
